To review all operations within the Fire Department in order to develop a comprehensive Fire Master Plan for the provision of a full range of services including recommendations for service level standards, staffing and apparatus deployment, and implementation strategies as well as addressing the context of the recommendations in terms of the financial and political realities of the community.
